Here is where you come to register your pieces of Lapis Lazuli jewelry. If you want to be a vampire, and be able to walk about during the day this might be a good idea. You don't have to start off with it though, and you can gain it ICly from a witch. Its useful to have after all. If you don't register your piece here then you can't have it ICly.
